The Dutch licensed gambling market generated €4.1 billion in gross gaming revenue in 2025, a 9% decrease compared with the previous year, according to figures from the Kansspelautoriteit (Ksa). The decline was concentrated in online gambling, while land-based betting recorded modest growth.
Online segments lose ground
Online casino GGR fell 18.2%, from €1.16 billion to €947 million. Online sports and horse-racing betting revenue declined 30.2%, from €364 million to €254 million. By contrast, land-based betting revenue increased 8.5% to €86 million. The regulator suggested that differences in player-protection requirements, tax and other market conditions may have contributed to the divergence.
The Ksa also reported 1.48 million online gambling accounts in the first half of 2026, compared with 1.38 million six months earlier, while the number of monthly active gamblers remained around 490,000. The regulator said some customers may be opening multiple accounts to navigate per-account deposit limits.
Affiliate market implications
The figures point to a market where account numbers and revenue trends are moving differently. Affiliates assessing Dutch programmes should look beyond registrations and consider retention, player value and the distinction between licensed and unlicensed activity.
