Brazilian Banks to Flag Financial Links to Unlicensed Betting Operators

Brazil’s Central Bank will require supervised financial institutions to report indicators linked to payment services for unauthorised betting businesses from 1 December.

Brazil’s Central Bank is moving into the next phase of rules requiring financial institutions to share fraud indicators linked to unauthorised betting operators. From 1 December 2026, banks and other supervised entities must record indicators connected with financial and payment services provided to betting businesses operating without authorisation.

Operator identification requirements

The framework, established through Resolução BCB nº 569, requires records to identify the unauthorised operator itself, not merely the account holder. Relevant details can include the operator’s name, beneficial owners, trading name, website and Brazilian corporate registration number. Institutions must register detected indicators within 24 hours and maintain monthly reporting.

The rule is part of a broader effort to restrict financial infrastructure used by illegal betting businesses. A federal audit cited estimates that unlicensed operators account for a substantial share of fixed-odds betting activity, although those estimates are attributed to an industry-commissioned study rather than being the court’s own calculation.

Implications for the market

Payment providers and intermediaries serving Brazilian gambling businesses may face more detailed screening and documentation requirements. Affiliates should understand the licensing status of operators and payment partners involved in local settlement flows, particularly where a provider serves multiple brands.
