Mozambique’s Decree No. 61/2026, dated 21 September, brings the Regulation on the Operation and Practice of Online Games of Chance into force on 20 November. That date is not an automatic market launch: applicants must obtain a concession and operating licence, and have their gaming systems certified and approved.
Conditions for entry
Applicants must be public limited companies incorporated under Mozambican law. Where shareholders are legal persons, at least 26% of paid-up capital must be held by Mozambican shareholders with registered offices in the country. Minimum share capital is MZN100 million, and operators must provide initial guarantees totalling MZN25 million.
Authorised sites must use .mz domains. Payments must be made through instruments authorised by the Bank of Mozambique and denominated in meticais, with player funds routed through local authorised institutions. Gambling data must be stored in Mozambique for at least ten years. Players must set daily, weekly and monthly deposit limits during registration. Two separate annual-revenue contributions each start at 2.5% of revenue less winnings.
What operators should note
The framework creates a formal route to a licensed online casino market, but local ownership, liquidity, payment and data rules may narrow the pool of eligible entrants. Affiliates should treat 20 November as the regulation’s effective date, not proof that any operator is already authorised to accept players.
