Brazil’s Supreme Federal Court (STF) will hear from government officials, betting industry representatives and football clubs on 3 November as it considers challenges concerning the country’s betting prohibition.

Justice Luiz Fux scheduled the hearing for 10am in Brasília in an order dated 26 October, responding to requests from the Attorney General’s Office, the applicants and other participants in the proceedings.

The 26 listed participants include industry bodies, government and legal representatives, the Brazilian Football Confederation and ten football clubs, alongside other business organisations.

The hearing follows the industry’s Supreme Court challenge filed in September, when the National Association of Games and Lotteries (ANJL) sought suspension of Provisional Measure 1,394/2026. Published on 25 September, the measure prohibits the operation, offering, intermediation and advertising of fixed-odds betting, covering sports betting and online games.

Industry associations argue that the prohibition lacks the constitutional urgency required for a provisional measure, undermines legal certainty and risks pushing customers towards unlicensed operators.

ANJL and the Brazilian Institute of Responsible Gaming (IBJR) subsequently asked for the ban to be suspended pending a public hearing, seeking permission for authorised operators to resume accepting deposits and wagers. Alternatively, they requested that licensed operations be allowed to continue until the end of 2026.

According to that submission, the Attorney General’s Office supported holding another hearing but opposed suspending the prohibition.

The hearing also encompasses earlier cases questioning the laws underpinning Brazil’s regulated betting market.
